The concept of administration. Legal determination of the state administrative organ, its basic characteristics and characteristics of the so-called organic exponents. Legal status of persons performing administrative activities. Administrative law. Origins. The principle of constitutionality of administration. The principle of legality of administration. Discretionary evaluation. Modification of the principle of legality in extraordinary circumstances.Forms of administrative functioning. Aspects of various forms of administrative functioning. Inactivity of administration as a form of functioning. Legal regime of administrative by-laws. Difference between administrative by-laws and other by-laws.
