Knowledge and understanding
After successfully completing the course, students will be able to:
- explain main legal institutes in the area of information management and especially explain the importance of proposer information management and the importance of respecting the principle of pubicity of administration;
- define basic framework of Croatian information legislation with special emphasis on Croatian rules that regulate access to information;
- identify the rule and norm that needs to be applied in an individual case of access to information
- describe basic institutes of media law.
Application
After successfully completing the course, students will be able to:
- manage domestic legal sources related to information management;
- apply acquired knowledge about norms to concrete situations that can appear in office work;
- use international legal framework that regulates the area of information management;
- demonstrate reasons for (un)availability of public sector information.
Analysis
After successfully completing the course, students will be able to:
- compare international rules that regulate access to public sector information and Croatian legislation, examine their adjustment and recognise potential ommission of the Croatian legislation;
- distinguish between different levels of secrecy of data and explain legal regulation of access to and protection of secret data;
- analyse how informatisation of administration influences communication within administration, manner of information management and principle of openness of administration;
- examine legality and regularity of protection of personal data.
Synthesis
After successfully completing the course, students will be able to:
- generalise the influence of international legislative framework to domestic legislation and practice in the area of information management;
- propose a change of domestic norms in case of observed weaknesses of individual legal solutions;
- anticipate what would happen is the principle of publicity of administration was not honoured;
- formulate consequences of the violation of international legal framework.
Evaluation
After successfully completing the course, students will be able to:
- asses the role and influnce of the media in modern society;
- evaluate the manner of action in administration and public sector in the area of information management;
- examine the manner of application of relevant law to a certain case;
- evaluate the future development of legal regulation in the area of information management under the influence of acquis communautaire.
After successfully completing the course, students will be able to:
- express themselves clearly and precisely, demonstrating acquired learning outcomes;
- argument their standpoints;
- adjust to the changes in the Croatian legal system due to the accession of the Republic of Croatia to the European Union;
- develop learning abilities.
