Description:

The aim of the course is to introduce the students to the development, processes, methods and institutions of the European Union, with the emphasis on the executive and administrative aspects. The notion of European Administrative Space will be presented and discussed. Also, the course aims to introduce students to the impact of the European integration on the administrative reforms in national states, emphasizing different aspects of the reform (better regulation, quality of services, performance, local-self government).

a) Knowledge and understanding

A student will be able to:

1. Describe the system of governance in the EU.
2. Explain the institutional setting of the EU.
3. Define and describe the content of the concepts of Europeanization and European administrative space.
4. Describe different methods of strengthening the quality of public administration.
5. Explain performance measurement and management in public sector organizations.

b) Application

A student will be able to:

1. Illustrate specific administrative reforms implemented under the influence of the EU Member States and in the EU.
2. Select and apply various methods of strengthening the quality of public administration.
3. Apply European legal and administrative standards, especially with regard to public officials, administrative procedures and better regulation.
4. Illustrate the Europeanization of local self-government and the influence of the EU on urban policy.

c) Analysis
A student will be able to:

1. Compare the administrative structures at EU level with those at Member State level.
2. Compare the processes of mutual influence between the EU and the Member States, in relation to certain issues of public administration (civil service system, administrative procedures, better regulation, the quality of public services, performance, local self-government).
3. Compare public administration reforms with the impact of European integration.

d) Synthesis
A student will be able to:

1. Formulate the major challenges and problems of European governance.
2. Construct core elements of administrative reforms in the member states and candidate countries, influenced by European integration.
3. Formulate the major challenges of the performance assessment in the public services of the EU Member States.
4. Formulate key instrument of quality management in public administrations of the EU Member States.

e) Evaluation

A student will be able to:

1. Evaluate trends in the development of the European administrative space.
2. Compare public administration reforms driven by accession to the EU.
3. Evaluate the legal and administrative standards developed by the EU.
4. Compare models of the performance assessment in the EU Member States.

Practical and Generic Skills:

A student will be able to:

1. present learning outcomes
2. actively monitor and analyze the development of public administration in the context of European integration
3. to use databases of European legislation and documents

Matching Assessments to Learning Outcomes:

The assessment of the student achievement is comprised of the assessment of her/his activity during lectures (presence, presentation, discussion) and the essay.

ECTS are earned based on participation in the course meetings and lectures (20%) and individual study and preparation of the readings and final essay (80%).

If unsatisfied with the mark achieved in the essay, the student may opt to take an oral exam in the last week of the course.
