Description:

Types of software and hardware architectures for supporting modern information systems. Major standards of open information systems: HTML, XML. Interrelatedness of business processes and the influence on software systems that support them. The application of distributed software systems in public administration. Reshaping the administrative forms: teleprocedures and teleservices. Organising an integral e-service. New possibilities for the users: on-line filling in forms, on-line contracting, and on-line storage. New administrative network; front office and back office tasks; one-stop shop concept; Models G2G, G2C, G2B, B2B, B2C. The role of services in society and the economy. E-services. Management of IT services in public administration. The position of citizens in information society. The application of modern technology in interconnecting the citizens and public administration. Direct electronic marketing in the realm of public administration, approach strategies and usage manners. The types and role of portals in contemporary public administration. Possibilities and sources of information gathering. Data organisation in databases. The application of data analysis in public administration. The problems of the Internet and their influence on e-administration. Regulation of the Internet. Access to resources. Contracting on the internet and basic contract elements. Electronic signature. Basic Internet crime forms. The future of the Internet, regulation and the quality of service adjustment directions. The convergence of technologies and its possible implementation in public administration.

Cognitive Skills:

After successfully completing the course, students will be able to:

1. Explain technological basis of e-support for public administration, analyse layers of program application and developmental platform for the development of modern software systems;

2. Elaborate manners of connecting business processes, interoperability and connection of software (sub)systems within an organisation and among several organisations;

3. Analyse the process of organisation of complete e-administration service from creating communication links between employees of an administrative organisation and users of services, new roles of organisation employees, reformulation of the process and creation of administrative netwrok to provision of new possibilities for users and the development of concept of one-stop-shop model

4.Define and explain various aspects of serrvices and e-services and service process;

5. Determine and explain the relation between citizens and administration with regard to ICT application, especially the principles, models, technology and sources of collecting data, their organisation within databases and possibilities and application of their analysis;

7. Present results of analyses of cases of applyiing electronic support system in a concrete environment;

8. Determine and describe different areas of the Internet regulation, especially responsibility for content, protection of privacy, protection of copyright, access to resources, basic principles and terms of contracting services on the Internet and electronic signature.

9. In accordance with previously mentioned learning outcomes, coherently present problems and the future of the Internet and the development of the concept of e-administration and the need for regulation and constant adjustment of the qualities of e-servioces.
