A.a. Knowledge and understanding
After successfully completing the course, students will be able to:
1. understand and explain the area of public management, its importance and applicability in everyday workl of administrative organisations
2. understand and explain different methods and instruments of public management that are applied in the management of modern organisations of public administration and public sector
3. explain selected new managerial methods and instruments that are applied in public administration and public sector
4. define how managerism influnces the methods of work in administration, especially the creation and realisation of the state and local budgets and how it reflects on the status of civil servants
A.b. Application
After successfully completing the course, students will be able to:
1. interpret how modern administrtaive doctrines (new public management, good governance, new Weberian administration) influences the management processes in modern public administration and public sector
2. select the public management methods and instruments that are appropriate for the application in individual parts of public admnistration and public sector in Croatia
3. demonstrate on the example of administrative practice (case study) application of selected methods and instruments of public management
4. present the experience related to the usage of public management methods and instruments in selected comparative administrative systems
A.c. Analysis
After successfully completing the course, students will be able to:
1. distinguish among different public management methods and instruments that appeared in individual countries
2. analyse advantages and disadvantages of public management methods and instruments and their applicability in the conditions of modern states affected by different crises and exposed to the increasing influence of globalization processes
3. distinuish among specific features of public management in main components of public administration and public sector, such as state administration, territorial self-government, public services, state companies, public agencies
4. indicate and categorise main challenges that the public management in Croatia is faced with
5. compare public management methods and instruments that are applied in Croatia with similar methods and instruments and selected European administrative traditions
A.d. Synthesis
After successfully completing the course, students will be able to:
1. analyse historical development of public management and reasons for the appearance of reform doctrines such as new public management, good governance, new Weberian administration etc.
2. estimate the impact of individual public management methods and instruments on concrete cases of administrative practice in Croatia
3. compare public administration and effects of using public management methods and instruments in different public administration and public sector organisations
4. critically evaluate (in writing) concrete cases from administrative practice that contain an application of some of the analysed public management methods and instruments
5. prepare a list of public management methods and instruments that can be applied in individual parts of public administration and public sector in Croatia
A.e. Evaluation
After successfully completing the course, students will be able to:
1. assess the status of the application of managerial methods and instruments in Croatian public administration, as well as their problems and possibilities
2. estimate the current development and developmental trends in public management from the standpoint of modern doctrinary-theoretical realisations about public management
3. evaluate functioning of individual methods and instruments which are applied or are planned to be applied in Croatian public administration and public sector
4. examine and evaluate policy of modernisation of public management and recommend improvements of its content and implementation
5. recommend a reform model based on the usage of modern public management methods and instruments applicable in Croatian conditions
After successfully completing the course, students will be able to:
1. Clearly and publicly present acquired learning outcomes
2. On the level of cognitive knowledge students gain new insights into public management, its historical development and current level of development. Students realise positive and negative consequences that managerism in public administration brought and learn how to apply this knowledge to the future practical work in public administration and public sector overall.
3. On the intellectual level students develop ability of abstract thinking and critical evaluation of individual models of public administration refirm. They develop the ability to independently propose possible solutions of individual problems in public administration.
4. The students also develop research abilities through independent research of public management, and especially develop the ability to use modern databases, since the literature on these topics is largely in foreign languages.
5. On the practical level, students acquire knowledge about public management methods and instruments, such as privatisation, outsourcing, management of aims and results, user orientation and quality, strategic planning, paying according to effect, all of which are prerequisite for the future work in any senior position in public administration.
